Motion blur hides a myriad of sins

Most post plugin development companies will tell you that rotational blur motion as a post process is just hard. They may suggest; probably 1 of 5 alternate routes that you can take.

Realistically these options have limitations for content producers. Understand the fact that taking these alternate routes after the footage is complete, is going to produce problems.

Too often and too late they have realised that they will have to rework a major portion and the assoicated cost that imply, to accomate these alternative methods.

In reality they "just want a post process solution". All they want to know if it's that a car wheel or helicopter blades or any rotating object, that the plugin will just blur it correctly.

The good news is that Letterbox has ended its research and solved this problem as a post process solution.

That's what your seeing in the images, before rotational motion blur (top), and rotational motion as a post effect (bottom), combined with the fact the user can simply "dial in" the amount of rotational blur they need.
